Just tried all this on my wife's desktop and it's identical behavior. Manage add-ons shows the flash player as still there and enabled. It asks do I want to install the "new" version and if I agree it starts to download and then says I need to close IE so I close the one with the Adobe website and it starts the progress bar again and then repeats the close IE again and again despite there being no instances of IE open. Well it has the 11.6.602.168 version installed under manage add-ons. On the CNN website when I opened it on my wife's desktop from the desktop shortcut icon, the image link near the very bottom to DIstractions / Baby turns tables on father does not load if you click on the image and throws up a white screen that this version of IE needs Adobe Flash Player 10.1 or later to run this video.

I've been having Adobe Flash problems today with IE 10 and Windows 7 so I would put it down to something else.
